You paid for goods/services based on an agreement. You didn't receive those goods/services so I consider that an unauthorized/fraudulent transaction.

The OP decided to not receive the services. He's talking about the campground not issuing a refund, not the independent event, the rodeo, he was going to. The campground is open. I suspect this is going to happen a lot this summer and it's a good idea to check with the campgrounds if they will refund if that wedding/bbq/concert/rodeo/reunion you were planning to attend gets canceled.
It's an terrible dilemma for businesses. This is why they take non refundable deposits. I've never been asked why I was making the reservation and told I'll get a refund of this event is canceled but not this other thing. Perhaps they should warn people about how non refundable deposits work.
I did make a note about them in my campground list and will check carefully before booking there.
