We live 2 hrs west of Montreal and about 5 hours west of Quebec City. From our experience, assuming spring break is March or April there would not likely be any campgrounds open until May sometime. If you find one open there would not be any water or sewer hook up available because of the climate. We have roughly the same climate in our area and the snow has finally disappeared about 2 weeks ago and hopefully tonight will be the last time it dips below 0 so I can dewinterize.
However we have camped around Quebec City lots and it is a beautiful, historic, clean, safe place with lots to see and do. Instead of parking in downtown old Quebec City you can drive to Levis about 35 Km's east and take a walk on ferry to old Quebec. Once you get off on the old Quebec City side you just cross the street and you are there. We usually stay at the KOA in Quebec City which is right on the highway. You could find out from them if they provide a shuttle or what your options might be without a towed.
