Kerrville is still open, they have full hookups on both sides of the highway, make reservations and pay in advance. My ATT coverage when there was excellent. Another that is not accepting reservations right now is LadyBirdJohnson Municipal park in Fredricksburg. Nice sites and people.

When I first posted this I was thinking Texas State Parks. I can’t speak for municipal parks. May be different. Here’s some info for the state parks anyway.

I’ve not read that the restrooms are closed. I’d be prepared for it all the same and it would make sense, but here’s what’s posted....

All park headquarters, stores, visitor centers, group sites and equipment rentals are closed for the health and well-being of park visitors and staff.

Looking at parks individually, I see this with the addition of certain camping areas closed, or trails and docks etc.

Anything a group or multiple individuals will use is closed, except boat launches, in parks. There is no way staff can keep all of it sanitized. Individual camp sites are available at most parks. To limit staff exposure to the public they have adopted the online or phone reservation and payment. You will check in at the office window.
