I think that cross piece in that picture is for power stabilizers. It also has one in the rear and it has the small doors for the switches. I really don't think it is a battery rack.

No..it's a battery tray. I'm installing 4 blue tops today getting ready for really cold weather boondocking. Also big invertor. You can see my elect stabilizers behind it.

Maybe it's me, or the angle, but I totally can't see that tray in the first pic.

I really like it though! That's a nice way to keep things buttoned up and out of the way.
