1500 miles, break pad/drum need to be replaced.

I have 2022 white hawk 29bh, purchased new in 2022. Trailer has 5 trips at about 1500 miles. i noticed my driver side front trailer tire had a slight tread wear in one spot. That tire was making a noise when i backed up. I decided to bring my trailer back to wear I purchased it for repair. I was told that the driver side break pads have worn down to the point that it damaged the drum, and that I should also replace the pads and drums on both driver and passenger side front wheel. They said it is not warranty as the break controller(primus) is a add on purchase. I purchased and had them install it at time of trailer purchase. They went over the trailer break, and set up initially with me. My first trip i tested the breaks and noticed that the driver side front tire locked up. I backed off the trailer break until it did not lock up.
On the 5 trips I have always tested the breaks and set the controller.
Why would only one wheel be damaged to the point of needing new pads and drums? I was told it was brake controller set wrong by user, no warranty. Everything I have read i have set it correctly. If the controller was set to high, wouldnt all 4 tires have been worn, or all four break pads show that it was set wrong? Why would one break pad have ruined the drum but the other three pads are fine? In 1500 miles on the trailer they all should still be new.
what should i do?

It could be a number of things. Personally I would do two things. 1st I would contact Jayco customer service, have your vin number. Discuss with them that you have concerning tire wear, and do not give them to much information. Let them know the dealer stated it is not covered by the warranty, and are concerned about the tire/axle/hub assembly. Pending on what Jayco tells you, I would crawl under the TT, and grab the information from the tag on the axle and contact the axle manufacture, and have the same conversation.

Sounds like there is an issue in the hub assemble.
