I have never seen one that I could dump in. They are in a 16" manhole and they are locked. I cannot fathom how this happened?

Never seen one with a 16 inch manhole or with a lock.
Hopefully the individual will be bankrupt or in jail by the time the business, insurance copies and EPA get through with them.

It's possible the truck driver, or attendant was distracted, and forgot to lock it up. In a previous life, I've watched a diesel tank get dipped for level, and water contamination. The lock had to be replaced because of corrosion, and was left unlocked for a time. Being human, I guess it can happen.

Really! probably saw all the big tanker trucks with a bigger hose that looked like sewer hoses, dumping "stuff" into the hole.

These “dump” stations are found on almost every corner! No more driving miles out of the way to empty tanks.

I bet RCMP had some contact with him. There are only two ways off the island of Newfoundland and both involve a ferry that you may not be anonymous on. There are checkpoints and inspections and it should not be hard to find the offender as only Canadians from the Maritimes are allowed there.

Back when I pumped ethyl (many years ago) we did not lock them and they were 6 inches or so in diameter.
