I would say that is good advice for someone that is a full timer.

I always will add some water and chemical after my final dumping when departing the campground as I will be having the RV in storage until my next trip. This serves a few purposes. It helps loosen waste on the drive home, also helps to prevent the tank from going dry while in storage and, helps to prevent unwanted odors.
