Figure 21' truck + 29' 5th wheel behind the truck + 22' for a typical 16' boat on a trailer you get 72', 7 feet over the max of most states. If I towed a small 14' boat and cut the tongue I could get the boat trailer down to maybe 18', still 3' over the max. ???????

As someone else pointed out, the limit here in Michigan is 75'. Plus you have to consider that you're gaining around 8' by your math since about 4' of the 5th is overlapping about 4' of the truck. Our 34' 5th and 19' boat (25' overall on the trailer) will put us right at the Michigan limit. I know tons of people who double tow in Michigan though and the cops don't bother with it, so I'm not concerned even if I ended up
A foot or 2 over.
