In my experience/ observation in my (NOW 20YO RIG) , both w/ COMMAND, and double-faced TAPE for VELCRO, both can have a high failure rate with time/ heat. :-( When they come down, they remove paint or paper, or fake wood texture. :-( The REPLACEMENTS placed back on the new surface, (now clean of paint/ paper), adhere better. :-)

I've had a few installed for 4 years, but only on the wood (veneer) surfaces. I wouldn't put them on the wall board.

Here's the picture of the bubble. The command hook was holding a wall clock when it fell of the wall. Yes the command strip was raterd for twice the weight of the clock.

The hook may have had the rating twice the weight of the clock but the wall covering (most likely vinyl) adhering to the substrate did not. The hook held to the covering but peeled it away from the substrate to the point where the hook lost it's bond to the wall covering and fell to the floor. A lot has to do with how well the covering is adhered to the wall, many folks say they have had hooks in place for many years, while others say they lost the bond in a few days/weeks/months and are left with the wall damage like in your picture...... luckily they picked a spot with good adhesion while you didn't

Luckily that damage is easily repaired. Purchase a small tube/tub of wallpaper seam sealant or wallpaper vinyl to vinyl adhesive, make a small slit in the bubble and squeeze in some sealant, make sure the entire void is in contact with the sealant, squish it around with your fingers and press the covering back into place, most of the sealant will squeeze out through the slit, the slit will be almost invisible when it dries might be some evidence of the repair depending on how stretched the covering is.......good luck with the repair..
