Welcome to the inaccurate sensor club. Not all, but most all have the same issue. Being that your trailer is this new is quite possible it's a wiring issue where the sensors are not wired correctly.

If you can see the sensor wires on the tank, the wire colors should be red on the top, green in the middle, and yellow at the bottom. The white wire will be at the same level as the yellow one at the bottom. At least that's the colors on both our gray and black tank sensors.

Did you buy your Eagle new, or are you the second owner?

Don't know about your rig, but on one of my dad's rigs, there are 2 gray valves. One was up near the tank, and the other was near the "service outlet". The tank was located on the other side of the rig, and the logic was to keep that long line from holding waste water.

So look around the rig and see if you can find another gate valve somewhere else.

Yup, I see that now. Misread it before.

In this case, I wonder if there's an obstruction of some kind. It's not uncommon for owners to find construction debris in the tank. If this were the case, I would expect SOME flow

Another possibility is if there is a long cable between one of the handles and the gate valve, it could be disconnected or otherwise fouled in some way?
