Depends on how much heat you want to deal with. We tend to prefer state parks so if you don't mind 100+ temps that time of year Lost Dutchmen State Park is about 40 miles east of Phoenix near the Superstition Mountains. It's popular so I'd make reservations sooner rather than later. Up north it's a little bit cooler - mid 90's. Homolovi State Park is about an hour east of Flagstaff. We're headed there ourselves late September. Here is the link for the Arizona State Parks website if you want to check things out further:

Phoenix is a city of 5.5 million and the only real way to get around is by car. What are you planning to see and what are your requirements for camping?
And it will be really hot in July. So much so that extreme caution should be used for those not from here, and extra hydration is highly recommended.
We have been here since the mid-60s and would prefer to be out of here in July (August and September).

Oh okay the hot is okay for me, I'm from N.C but after talking to my wife we were thinking Mesa area away from the Phoenix. We want to go somewhere were it's not as crowded but nice and clean.

You will be facing temperatures in the 110 - 115 range daily. We know it's summer when the 10:00 news shows it's still over 100 degrees. We typically leave during the summer. I doubt any AC on any RV will get your rig much below 90. Depending on where in the Phoenix area your wanting to be near there are a number of RV parks (not really campgrounds). Use RV parky or some other app to locate them near where you want to be.
Good Luck and have a good trip.

Mesa is just as crowded. From Buckeye on the west to Gilbert/Apache Jct on the East it's completely built up. Mesa does have some nice RV parks. Most will be fairly empty in the summer.

There should be no problem with getting a campsite. No one else will be out camping in Phoenix in July.
As wags999 said there's no real way to get cool even during the nights.

Northern Az is fantastic in the summer. Grand Canyon, Sedona, Flagstaff, Payson white tank Mts are all great choices. This time of year is great in Phoenix or Southern Az. Baseball training is starting, weather is mild and sunny days are aplenty.
If your going to the Grand Canyon you will want to make reservations anywhere near there. July is peak travel season all and anything near an attraction will be busy. This is true across the country.

I see you are retired Army...thank you for your service.
Question...Why July or any other summer month in AZ? Can you do early or later in the year?
We came down to Eloy, 60 miles S. of the Phoenix metro and 60 miles N of the Tucson area, for another winter season in late Oct. 2017 and had 90's for some day time temps. Now in late Feb. we've had a cooling spell with temps in the 60's during the day. That will soon change with 70's and mostly 80's coming up for March.
What I'm saying is that there are better times to visit AZ when in an rv.
Safe travels....

I agree with others that July is not the best time. When we take the camper and want to head further south we usually do that in the early April or mid to late September time frames. This allows us to miss the worst of the poor mountain pass conditions when leaving/returning to the Seattle area and most of the snowbird crowds. If you still want to head that way in July as others have suggested staying up north in the high desert is better from a temperature perspective. It's beautiful country up there and we always enjoy the time we spend there. Here is another link with a bunch of camping resources in the Flagstaff area:

Okay I have to rethink this then, my brother time frame is to go to N.C to take care of some financial business with my mother and we were going to make it a vacation for my wife and coming back but I guess we want go there at that time.
If my brother don't chicken out we will be heading to N.C which is still hot that time also but I'm from there. Thank you guys for your input I appreciate it, I guess that we can plan coming in September.
