We'll need some additional info to help narrow it down.
First, is the water heater full of water? Are the bypass valves in the right configuration? Were you absolutely sure it was full before you turned it on the very first time? Did you try both the electric and gas options?
If your Eagle had a Suburban brand water heater, there's a power switch on the lower left corner as you're looking at it from outside. Atwood units don't have that switch.
Let us know all you can, and we'll try to steer you in the right direction.
