My question is WHY PRISONERS were not being guarded by Prison guards . NPS workers should never been the only overseers.
But I'm one of those hard guys that thinks these prisoners should have been in leg irons being watched by no nonsense guards on horseback carrying shotguns. Work them so hard when they get on the bus to return to thier cells all you here on the return trip is snoring .

Approx 15 years ago, our local fire company had a group of work release prisoners from state prison come in and paint the interior of all 3 stations. I was captain of the department at the time and the only thing that we were allowed to do for them as payment was to provide them lunch. Since they didn't regularly get anything but prison food, we would bring them fast food of their choice. They loved it.
Anyway, I was really surprised at the time that they would drop off a crew at each station and basically leave them there unsupervised until it was time to pick them up. Maybe once or twice, someone would stop by and check on them. It certainly wasn't what you see in the movies where there was an armed guard standing over them. I don't know if that is standard procedure in every jurisdiction for work release programs, but there certainly wasn't much oversight here.

Years ago, I was doing a service call at our local county jail. The sheriff came by to check my work and offered me supper. So I went into the jail kitchen and stood in line with him and the inmates to grab some dinner. It was a beautiful summer evening and the sheriff invited me to sit outside with him on a picnic table to eat. There was a double man door adjacent to the dining room leading outside to a smoking area for the inmates. There was no guards there, no fence and it led out to behind the jail then to acres of woods. No security fence at all back there.
I asked the sheriff whats to prevent a inmate from escaping from this part of the jail? His reply, "they know better".

Generally the work details are very low risk, bad check writers, DUI, theft inmates serving their first time in jails. Prisons are a little different in that those folks are there for longer periods because they are repeat offenders, or violent crimes. If the low risk offenders walk off they know they are going to end up back in at some point serving twice or more time because they got froggy and left. In some cases the inmates get paid (a very low rate) or get credit toward their time for community work.
Every once in awhile a bad apple gets missed but not often.

When I was running a Boy Scout Camp we regularly had volunteers from the county jail come out and help. There were a couple of unarmed guards with but they basically jumped in and helped also. Best part was the skill set was always changing but always helpful.
We had the same experience with the food. We'd bring in whatever they asked for and they were always happy. Most of the guys we saw were in for failing to pay child support.
