I saw that article too.
78% in 2010, down to 58%.
I know our Cabellas put up a No Overnight sign a couple of years ago. But they said it was because of a local ordinance. Our Walmart has No Overnight signs up as well.
I think a retailer should be able to make the decision for themselves.
On our I-80 trip a few weeks ago, we pulled into some rest stops in Wyoming that had a sign "No overnight camping". We pulled in next to the 38 other RV's and spent the night.

One of my wife's friends is an assistant manager at one of the local Walmarts here. She told us awhile ago that it is up to the discretion of the store manager to allow overnight parking as long as it did not interfere with local ordinances.
Last summer her store stopped allowing overnight parking, mostly because of the mess left behind by RV'ers, garbage bags and trash left in the parking lot, even a few dumped in the storm sewers. 99% were courteous and clean, it only takes a few a-holes to ruin it for everyone.

Seems absurd to not allow folks to sleep awhile at a rest stop. Would it be better to drive sleepy?

It would be if it were not for the low lifes that hang around rest stops and prey on those stopped to catch a nap before going on. Hookers, robbery, and other crimes caused the signs in most locations.
Knowing what I know about rest stops at night, I will drive awhile longer to a safer location.

Taking a short nap for safety reasons is a lot different than overnight camping. Why should my rest-area tax dollars support free camping for folks too cheap to pay for a legitimate RV site? Not to mention unfairly competing with private business.

JMHO, but we would never stay at a Walmart, rest stop or many of the other stores that allow overnight parking. We consider it very unsafe to do so even though we carry enough heat to take care of ourselves.

Some years ago, due to poor planning on our part, we over-nighted at a Walmart near Nashville TN. When we arrived, there was one other RV there and we parked nearby. During the night, another 6 or so RV's arrived. Generators were running, (it was warm) and a security guard(we think) walked around a few times shining his flashlight into windows. The next morning, a few of the RV's had departed before us and had left bagged trash against a light pole. We now plan better

I prefer to stop at a Passport America campground for around $15 a night. Full hookups are way better than running the generator in this heat.
