Don't think I've ever seen one that way. I suspect it is because of construction techniques.
That 'lip' was put in the house ceramic toilets to allow water flow from all around the rim. Most RV toilets do not have that, mainly because of the amount of water that is used in the process. When dry camping you want to use less water, not more.
But, some of the newer ones (like linked to above) have started including a similar function, but, without the 'lip'. I suspect it is due to the huge number of us who rarely dry camp so do not really care if the toilet uses more water for flushing.
