I agree, take the TT into your RV dealer for a service warranty review/photos....., and get a dated copy of the service warranty write-up (don't walk away without one). Since you may be getting close to the end of your warranty I would follow-up (in person) a week after your dealer review visit and ask for a copy of the actual service warranty request that was sent to Jayco for warranty approval.
But yes, the existing black tape needs to be "removed" and replaced with new (ideally with Eternabond sealer tape). I've seen that cheap black tape peeling off some new units sitting on dealer's lot.
Based on your description ("rubbing") the slide may require an adjustment as well....., and confirm that there isn't any gaps between the horizontal wiper seal and the slide roof surface when fully extended (common issue)......, and that the rubbing condition hasn't compromised the EPDM roofing material. The wiper seal not only removes surface debris, it's also the first defense against moisture intrusion.
