A cover isn't necessary. Our Progressive brand EMS doesn't have any cover where the TT plugs in, and it's never caused a problem, and has been in many downpours. Surge protectors and EMS units are designed to be used on an exposed power pedestal without any issue. You do want to be careful not to let it submerge in water.
Some folks drape a large plastic bag over the whole pedestal, or place a 5 gallon bucket upside down over it for rain protection. It doesn't hurt to do that, if it makes you feel better about it.
