Water heater problem?

I saw this on the interstate the other day. Looks like they are getting an incomplete burn for one reason or another.

Yes it is. Either something in the gas tube messing the mixture up, or the air adjustment needs tweaking a little.

Probably has a spider nest in the mix chamber. When I see this, I clean my burner assembly.

Agreed with Jagiven. I had a dead moth in the burner tube that caused that.
