Water pump prime?

Put a new water pump in trailer. Filled water tank, then turned on water pump to fill water heater and out the faucets. Had it running a good 15 minutes and it gurgles but no water. Do you need to prime the pump?

Depending upon the size of the heater it can take some time but 15 minutes seems like a long time. Air leak someplace? And I would start at the new install.

All winterizing valves are closed. Ran water pump for 30 minutes and is constantly burping air.
