Looks just like the springs that hold the screen covers on, that go over my heater exhaust.

Exactly and X3. If you live in mud dauber country they are a must for the water heater and furnace exhaust.

X5 it is exactly like all my vent cover springs.
But it is a common kind of thing.
What isn't working on the toilet? What is staying open that should close automatically?

I couldn’t resist that one, when I was learn to be a mechanic, the first shop I worked and made me call up the parts store and order a valve cover return spray, and then they asked me if I want to muffler bearings to go with that!
Anyway to be honest it looks like something from a Drum brake setup. But being it in your ashtray I would go with something mechanical in/on your dash that has a spring attached to it for return a position.
In my very first RV, underneath the Cabover bunk mattress was a strange looking, powder coated, Z bent bar, about 24 inches long. I asked everyone at the dealership and in the shop, no one knew what it was for. And one day I saw it on my slide while it was in. It was actually a lock mechanism that stopped my slide from sliding all the way out! Yup, it was missing from the other side! So you never know what they’re going to leave out these days! And that was in 2016!

OP doesn't mention the age of the unit, but in my experience RV builders are famous for leaving lots of extra pieces parts all over the place.
My NP is a little over a year old now, and I'm still finding extra screws and wire clamps. Maybe it's just a leftover from the build?

Usually when I drop a spring it is extended and it lands no where near where it started.
