Welcome to the forum. Sounds like you have a problem but in order to help could you specify what model and year rig you have.
I am sure someone can help with some more to go on.

edit: sorry, I see you have a 91 Eagle.

The correct procedure will be determined by the way your rig is configured. A picture is also valuable. Do a search on the forum using the word "winterized" for lots of readings. Some may not pertain to your rig.

Here: http://www.cunninghamcampers.com/fck...1_ctt-fwtt.pdf
is a link to the owners manual for 91 eagles. Maybe something in there will help you get started.

Starting on page 18 is a description of the plumbing system.

From what you describe, it sounds like the check valve at your city water inlet is not working or cocked open. Try putting a cap on it temporarily to see if you can winterize and if so you can look into the check valve later.

X2
Sounds like the check valve to me also. I would also cap it off temporarily and see if that lets me winterize. Check valve and inlet can be replaced later. I have already had to do that once due to me pushing it in to let antifreeze flow back out. Did not want to push in so dumbnuts pushed harder till it broke! Then had to go buy a whole new city water inlet and replace busted one. DUH!
