Moldy area around vent

I have a camper trailer and it’s door lining , lower half, has begun to crack and as I lift the lining it has mould growing underneath , I have scraped away all loose lining and am letting it dry. Do I use a 3 pt primer and paint or what as I will obviously get wet again if the vent is so open what are the options

I have had to scrape off the lining as it’s lifting and the panel underneath was mouldy and damp

The previous owners had attached some Velcro to prevent bull dust getting into van, Covid occurred and their thrip cancelled and when they removed the cover the lining disintegrated and fell away
