It would be a quadruple tow. I don't think that's legal anywhere in the US. The LEOs up here would have a field day with that, as soon as they stopped laughing in their cruiser.

Is it a coincidence you don't see any plates, or names on anything, like the gas station?

who can tell me how that HD is attached to the trailer? I don't see any straps and it appears to be on the side-stand. That bike weighs over 800# and it would flop over in the first mile as I see it secured.

The picture's shot at an angle that prevents you from seeing if anything's even connected. As some others have already mentioned, there's no license plate on the trailer with the motorcycle and no tie downs to secure it. In fact it appears to be simply standing (and leaning) on its kickstand, that's also hidden by the angle the picture was taken from. Note that the weight of the motorcycle's rear wheel is stressing the trailer floor plank it's sitting on, causing it to bow.
