Uniden Bearcat BC 80XLT is a great scanner an less expensive than the Racing Electronics. Its nit as small as what they have out now but its a great little unit. Unless you know the drivers voices I recommend a 80 channel minimum that way you can program by car number.
As for headsets that's your call. We have a set with a microphone so the wife an I can talk to each other without removing the headset. I received them as a gift an would not have spent the money for them. But don't spend $50 for a set of headgear an expect it to be very comfortable.
Like everything else these radios are all about what you want to spend on bills and whistles an how much you'll use it. I can recommend one thing an someone else would say oh heck no get this one.
