Need some info

Friend and I were having a discussion about towing trailers. A lot of states will not let anybody towing a pull behind travel trailer to tow another trailer behind the travel trailer because of the way it is connected to the truck. My Question is what about the people that have 5th wheels that converted the hitch over to a goose neck type connection. I have seen a lot of 5th wheels converted to goose neck pulling trailers with boats, side x side atv on it,. Maybe I am missing something but a goose neck connection and a regular travel trailer connection are both hitched to a ball. What am I missing.

It has to do with the pivot point of the hitch being directly over the axle versus behind the truck and the probability of sway.

In fact, the standard king pin hitch of the standard 5th wheel is rated lower than that of the 2 5/16 goose neck 5th wheel hitch.
