You, and the other board members, are not going to like my response

I don’t see that the neighbor is responsible in any way for any damages.

First, you were the responsible party. Any damaged was the results of your negligence.

Neighbor came over, messed with your facilities. If there was a chance anything that neighbor did would, or could cause damage, you should have taken responsibility and supervised and/or double checked the facilities once the neighbor completed the task.

Second, knowing that the black water holding tank would overfill if the water supply hose was hooked up and the valve got turned on by intent or mistake, you should not have had it hooked up except to wash out the tank.

My suggestion, chalk it up as experience and move on.

Remember the days when you bought something and walked out the store, it was yours? No returns.
Now people come in with a lawn mower that has been used hard and they want the money back or store credit.

I bought a carpet cleaner once and when I opened the package, it was still wet.

The store told me people buy then, clean their apartment and bring them back for a refund.

I'm resigning from the human race!

It can be argued either way as to responsibility. Monetary resolutions are not always 100% against one party. Percentage blame can be assessed.

The good news is that insurance pays for accidents and not "intentionals". If there is more damage, and not just inconvenience (time will tell), the most that will be lost is the deductible.

Another reason to not leave anything from the black system connected to the potable water system is possible back flow and contamination. My guess is that normal backflow protection may not include the Wye adapter. That said, I haven't seen the setup.

It sounds like you share responsibility, and that may not be good. You should have supervised or even done it yourself, IMO. But what's done is done. I would call my insurer and get their opinion on what to do, if it's not too late.

Sounds like this was novice camper.

The couple can always say: We were not given clear instructions on how to make this hookup.

Another complication is you were acting in an official capacity as a representative of the camp ground.

Great lesson learned for the rest of us. Assume the person does not understand or have experience. Now I know why the warning label is in place.

I NEVER have the hose connected to my waste tank clean out/Flush unless I am actually flushing the tank. Then, When I am doing that, I stay there until I am done.
