Never before heard of anyplace that charges as if the tank is empty, regardless. Around my area, all the places weigh before and after, and charge for what they put in. 30# is usually around $19 depending on the season.
Lots of small dealers here in WV charge a flat refill rate. The seasonal campground where I am right now charges a flat fee for filling but it is only $20 for a 30# tank. I just have a spare tank and when I take out a tank it is empty for the most part.

I was amazed. They advertise thats it 1/2 the cost (atleast) of filling up at the CGs here. Funny thing is they are located 2 miles from all the CGs and TT dealers etc. $25 Blue Rino tank exchange at the local BP also.
My local U-Haul in Cincinnati is consistently the best price for propane in our area. They also give a discount for more than 10 gallons. It's nice to be warm at night without having to sell the house.

Today paid $3.19 Gal - the dealer metered and weighed the tank - adjusted the valve. No fill-up minimum requirement. It's nice to have a Regional Propane Dealer / Travel Plaza owner a few miles from where you store your TT.
