I borrowed my Brother's truck years back and went to refuel it and found a locking gas cap and I didn't have a key. A man on the other side of the pump came over with a pocket screwdriver and removed the cap for me in seconds and told me he could have removed it even faster if he didn't care to protect the gas cap. From what he said, a regular screwdriver placed firmly into the key slot and a quick twist is all that is needed but that will mess up the lock.
In any case, a locking gas cap may be of some value, similar to the old style screen door hook and eye locks that were common for many years. They may keep someone out but not if they really want to get in (or they really want to take the cap off). ~CA
