I have mounted a few on my rig and I just drilled a small pilot hole and ran the screw in by hand. Be sure and put some caulk or sealant around the hole.

The package comes with screws... don't forget to use caulking under the latch

The exterior attachments on my TT are sealed underneath with butyl putty, then have a bead of sealant along the top edge. The butyl putty makes for easier removal if necessary.

You might be able to mount that baggage latch down lower on the side of the door without moving the light. Just thinking out loud here.

I've purchased three new Jayco TT and everyone had these latches installed at the factory. Maybe they were accidentally left off at the factory and not picked up by QC.

My guess is it was no accident. When the latch-installer saw that the marker light was positioned in the way of the door, latch-man just let it pass by without installing the clip so as not to slow down production. Just like lot's of the Jayco problems, it was left for the dealer and new owner to "deal" with.

And from what I've read, there's no Jayco "QC" process in place that checks every RV going out the door.

Maybe it's just me, but I don't see why the light would have to be moved. The baggage catch, this one or the other suggestion look like they would do it. The catch does not have to be on the long edge of the hatch door.

IMO, this is your best option. You won't need to move the marker light, which would offer one more place for a leak. When you install the new latch, use some of this Dicor butyl tape beneath to seal as you attach the latch to both the side of the trailer and the door. This is what they use at the factory for this situation: Butyl Tape 3/4"x30' - Dicor BT-1834-1 - Installation Tools & Supplies - Camping World

You might even be able to get a couple short pieces of the butyl tape from your dealer's service department, rather than buy 30' of it. (But this stuff is always handy to have around. I have a roll in my workshop cabinet.)
