Flag pole buddy... from camping world... that one is the smaller one of 2 available. Both solar lights are sold separately.

We have 2 of them I made and looks exactly like yours. The rebar stores inside the flag pole when dissembled. A large washer put down around the rebar helps with rotation. DW also affixed some small wind chimes to the low end of the pole. Wish I had some pics.
