Mark, I am not familiar with your Baja setup, but from the one image I could find. I suspect you have a traditional leaf spring suspension, as shown below. If you do, I suspect your axle is under the leafs as shown, instead of on top of them. If you relocate the axle, (known as flipping the axle) so it sits on the leafs you can drop the TT 2-3 inches. There is a chance, the perch one end of the leaf is connected to, could be lowered also, may need to drill a new mounting hole. Third item, this would only be applicable to a tandem axle trailer is to change out your "Equalizer" which is the component between your two sets of leaf springs. You need to install a shorter "Y", hence you lower the TT. Also smaller tire diameters can lower the TT.

From the image below, once you flip the axle you would need to remove the rubber stop, looks like it is held in place with two simple screws.

If your handy at all, this can be done in a day. Or a trailer/axle shop could probably have it done in 4-6 hours.

As for gas millage, you are towing a brick. Lowering it may help, but I doubt you will notice it at the fuel pump.
