Dual hitch receiver with a weight distribution hitch?

Hello everyone. We have a 2013 X213. We are trying to come up with a good way to use our Swagman hitch-mounted bike rack while hauling our TT. I have read that a bumper mounted hitch or rack is not recommended for Jayco ultralights, so I am seeking an alternative. I'm wondering if anyone has any experience using something similar to this (see link or attachment) with a WD hitch AND a bike rack?:

You cant use that with a WD hitch. WD has to connect directly to your vehicle receiver.
There are a few threads I have seen of bike racks attached directly to the front A frame of the trailer with the bikes sitting above the propane tanks.

My concern would be the max tongue weight on that extension... It's 12" long, so I am sure you will loose tongue weight availability compared to not having the extension. Couldn't find anything on their page about max tongue weight.

Question:

I would like to use one of these to add a bike rack to my 2010 Buick Enclave with a Reese Mini 350 Fleetwood WD hitch towing a 2007 Fleetwood Popup camper. I want to know what effect does this adapter have on the overall tongue weight of the Reese WD as it is extended. I realize that the bike rack and bikes will add tongue weight, the popup tongue weight, and the Reese WD weight too?? This all added up to be the combined tongue weight?

The Curt Dual 2 inch Receiver Tube Adapter, # D-192, can be used to tow a trailer with the bottom receiver while carrying a bike rack in the top receiver. However, you will not be able to use it with weight distribution.
