Step replacement 2007 23b

Went to remove the single pullout step and not only were the nuts seized to the carriage bolts but, the carriage bolts would just spin. The previous owner had the bolts bent to that removing the nuts was a beast. All four bolts are damaged enough that the nuts will not be able to be used. I have to replace the carriage bolts and access is through the floor sheeting. There has to be a better way. Who wants to cut into their vinyl and floor sheeting? Not this guy. Any ideas on how to attach a new step, bolts and nuts?

First you need a nut buster and you might be able to rent one for a $1.00 or 2.
