Strange faucet issue

I have a 2011 31.5 RLTS and the faucet started leaking. We purchased a brand new Moen single handle faucet. Pretty simple. The hot water line on the new faucet is marked so (after I added the adapters,) I screwed the new faucet's hoses onto the appropriate adapters. I get hot water but when I change it to cold, nothing! Before installing, I turned the water off outside at the hose connection and made no other changes, or adjustments. I called Moen and they said they would send me a new cartridge. That's fine. It isn't here yet but I noticed in Home Depot, they have the cartridge that I need made by Moen so I went ahead and picked it up, went home and installed it and STILL no cold water. Somehow I still believe that it's the faucet or the hoses that came installed on it but thought that perhaps someone might have an idea of what else it might be or something else I could do. Any hints are greatly appreciated...

I would disconnect the cold water line feeding the new faucet and put it in a bucket. Then I would have somebody turn the water pump on for you to make sure that you have water flowing into the bucket. Then you could confirm your suspicion that the new faucet is the problem.

As you already know, it's not the cartridge.

I'm surprised the guy at Moen didn't know this, but they have what's called a "balancing spool" built in. That device keeps you from getting a sudden shot of hot, or cold water when you adjust the handle. This spool is stuck.
You may want to exchange it for a new one.
