I clicked around a bit.
Because I got scammed. They sent me two separate USPS tracking numbers for (very light) packages sent to other addresses in my city. My gas valve never arrived, and the company never responded to inquiries.

I did a check on this, and "unitedrv.shop" is not the same as United RV the RV dealer, (which is a legitimate business). An address search shows it to be a house, and makes it extremely suspect as legitimate.

This is another website that seems extremely suspect of scamming. Trying to call the phone number results it being disconnected immediately, and no responses from an email to the address in the contact info. The prices on their merchandise is way too good to be true and legit.

I'd stay far far away from both of these.

That seems to have done it. I haven't had any sputtering in almost two months. I'd guess that the gas valve might be a little bit lazy and causes a lean burn upon first ignition. I'll be keeping my eye out for a replacement gas valve.
Current setup is still working nicely: By altering the screw slot in the burner just slightly to allow closing the air shutter a touch more and by upping the gas pressure, I've not had any sputtering in quite some time.

This is funny, too. I recall taking a photo of the labels on the hot water heater. I totally missed the acceptable range of gas pressures. I was worried that the gas pressure, with only the hot water heater in service, would be too high if it were above 12" WC. Turns out that's safely in range.

Likewise, I can see why I'd have problems if the gas pressure were ever hovering right around the minimum of 11" WC (which seems to be the slightly, shall we say, uninformed industry standard universal pressure suggested for ALL devices.)
