My take on not shutting off your propane appliances before you approach a fueling station is that in keeping them on you are most likely violating local fire regulations/ordinance/laws. Remember that others may be fueling as you approach. You are not the only customer.
This why I say the above:

Outside of any legal constraint it IS A MATTER OF PREFERENCE.

Then all law abiding citizens should be shutting off all propane devices while fueling. Most local governments adopt the International Fire Code into their ordinances, similar to how they adopt the National Electric Code. They do so rather than creating their own documents.

Chapter 23 Motor Fuel - of the International Fire Code (IFC) calls for all ignition sources within 25 feet of a fueling operation to be turned off.

Codes and Standards | ICC publicACCESS

Research the local codes. Anywhere that the IFC is adopted by local jurisdictions then those who exercise the right of preference to keep propane refrigeration operating during a fueling operation are in violation of local ordinance (laws).

An example for Fort Worth. Other communities use similar language for IFC.
