2012 Seneca retractable steps issues

2012 jayco Seneca freightliner. Chassis, steps work while plunged in but unplugged works twice and then nothing. Replaced all 4 house batteries. Same problem. please help, service center mechanics have no clue

The only 2 issues I've had with steps is either the controller or ground. The ground is the cheap and easy one to check.

My step controller, beneath the steps, has a ground wire attached to the frame.
