8500 awning spring tension

I replaced my awning fabric on my A&E 8500, things went well except it won't retract, I tried retorqueing the springs with the awning in the down position and still no tension. Would it better to retorque with the awning springs in the up position?
The awning is 20' long and the springs had 9 turns of tension on each side, any suggestions would be appreciated.

I would google: A&E 8500 awning fabric replacement videos. I have watched many of them on YouTube that really help. I am going to have to change mine one day and that's going to be my source.

Springs are wound while rolled up.

The utube vid's are really helpful, I think I went counter clockwise on both ends thus causing my dilemma. I'll try Grumpy's advice with the tarp rolled up.

I found some more information if anybody needs to replace a torsion bar in your awning
NOTE: If the awning is installed on a coach, complete the following steps on a step ladder, with the awning fabric unrolled two feet from the awning rail. The unwinding can also be done while standing on the ground and the awning fully extended and the opposite side rafter locked in place. The torsion spring will be wound with 8/eight more turns in this position and is extremely dangerous.

The words "extremely dangerous" means I'll be using a step ladder
