Bent carriage bolts

Installed airbags on the truck today.

The bottom bracket, that rests on top of the axel, then straps to the the axel using a bracket on the bottom and carriage bolts between the two.

Barely put any torque on them and the carriage bolts bent. ( 2-3 degrees perhaps )

Bought new ones, was extremely careful to stay even and tightened 1/4 turn per side, evenly. Same result.

Anyone else ever noticed or had similar problem?

Grade 8 bolts or make up some shims to level it
