Black Tank Issue

So my trailer has an enclosed and insulated underbelly. My black tank handle which is up at the front of the trailer in the wetbay, has a cable that goes back to the black tank valve which is in the middle of the trailer.
I am guessing the valve is stuck? I cannot push or pull the handle at all. I believe the valve is partially open since it seems to drain, just not sure how much it is draining.
Has anybody here had to cut open the bottom and insulation to get to the valve? And how do you replace it if it has a cable that runs to the front of the trailer?
I'm at a loss as to what to do!

Cut a 3 sided door in the coroplast with the hinged side forward. After you finish the repairs tape the door closed, that is what a dealer will do.

This is how I did mine 2 years ago. Although it was a somewhat difficult job, total time was about 2 hours. I raised the trailer up so anything left in the tank wouldn't spill out.
Your cable may just be hung up or binding somewhere but you're going to have to open it up to find it.

Wish my dealer had gone about it that way. They made a mess of the underside. Looked awful, but it was functional.

On a good note, you found it was an issue before you opened the cap at a dump station and covered the dump area in a nice shade of brownish blue. That’s how I discovered it.

So did you replace the valve and cable? I'm worried about how to do the cable.

The cable has to be separable from the valve itself, to get the handle assembly through a hole or bracket. I'm surmising a set screw cinches it to the valve mechanism. Different brands may have different set ups.

I know it's been a while but problem has not gone away, I have tried whatever I could to fix this issue. I am pretty sure now the valve is stuck 95% closed.

It's looking now like I need to get underneath and cut the bottom open. I think it's a cable issue.
My question.....when I get in there, would I be able to mess with the cable hopefully opening the valve without taking the pipes apart?
I'm really hoping I can rectify it this way, then I will just leave it open. I have another valve outside where the sewer hose attaches.

Or.....is it possible to go from the toilet down? The schematic shows the valve is just below the toilet, I just don't know what I could use to put down there and possibly push the valve open?
