It's thermally controlled and runs based on the output load.

If you have a warm location and plug into AC mine will come on quickly as there is a load from charging the battery plus whatever lights being drawn. In colder weather with the heat turned low I don't hear it very much. But it should come on under heavy load in warm environment.

I’ve found mine generally will not come on with just a few LED lights on (and I can’t hear it when the furnace is on anyway). But flipping on the bathroom fan will trigger it. And/or the light in the range hood. Just enough load.

I’m in Arizona with temps in the 40s during the day. I’m running furnace now and a small space heater. It’s just odd to me that I have not seen it come on at all and wondered if this is normal?

... probably is normal. It's handling the load without needing cooling (which is just another way of saying what Grumpy said above).
Are your DC circuits, including battery charging, working properly?

Im assuming the space heater runs off 120v, not 12 volt, so that is not going put load on your converter. You might try turning more 12v things on until the fan starts — several lights, the range hood light, bath fan etc. if all those don’t do it, you may have an issue with your converter.

Our trailer was only a few months old when I discovered the fan wasn’t running when it should. Sure enough, it was toast and the dealer replaced it on warranty. So, it can happen.

Our plug at the pedestal melted so we replaced the end and the rv owner replaced it at the pedestal. We had no electricity at all. I had a rv tech come out and he checked everything with a little meter then plugged us back in at pedestal. So far everything is working but I have left cover off of fuse box and have not seen fan turn at all. Seems not right but everything is working. Could this be possible for everything to be working and fan not come on?
