Foam Insulation

I have a 21' Jayco JayFlight purchased new 8 or 9 years ago. We have used the trailer seldom, but I just noticed two of the panels on the rear underside, are bulging downward and a lot of foam insulation is coming out along the edges. Anyone have an idea what this is? I never noticed it before; could this have been this way when delivered?
