Hot water heater works, but have hot water problems

2007 Eagle 313 with an Atwood G9-EXT Heater

Lined up for city water. Heater fires up (On city power so ran electrically) and gets hot (tanks hot). Full of water (water came out relieve valve when opened before turning it on.)

BUT when the toilet is flushed, its hot water.

When the hot water faucet in the bathroom is turned on, there is hot water for about 1 second, then it starts sputtering and spraying air intermittently for 5 seconds and when the air stops its only cold water... (Cold water tap works fine)

Outdoor shower knobs are off.

Looked behind water heater Only 1 valve (2 way, winterize/normal) (Yellow handle lower right)

And it has a water manifold station for setting up valves for operation. Mounted in the forward storage bay right beside the water heater tank.

EDIT: Just realized the manifold photo is missing the right most valve. It is pointed down like #4.

The black knob at the top is a mixing valve,(anti-scald) see if that turns. I would try to turn it and see if that helps. If it doesn't that valve is probably bad

Sorry for so long to get back.

Hadn't realized that was a mixing valve in the 2nd picture.
No it will not turn.

Any pointers to a part number or info on identifying it to get a new one?
Its location makes it very hard to get close enough to read anything on it.

It looks like a 1/4 turn in-line valve. It looks removable with wrenches. If so, it's an easy swap out.

Yes! Thats exactly what I needed. It certainly needs to be replaced cause we cant budge it. Hopefully it will fix the problem.
