You're welcome, my 2 cents would be the previous owner had a freeze problem and didn't get things back right. If you're lucky it'll be messed up behind the panel. There should be a diagram of how to hook up that panel at their website also. You'll probably have to drop the underbelly somewhere below the water heater and that may be where the lines were broken and hooked back up crossed. Also I wouldn't be drinking or brushing my teeth with any water out of that system until you get it sorted out and bleached heavily. If it's that messed up there's no telling what water has went where before you got it.

P.S. the black tank flush connection should only go to the black tank flush. There's no way that water hook up should ever have a chance to "mingle" with anything else.

Bill, I suspect the back of the panel has been messed with as I cannot understand why the black flush hose would be routed into the bottom of the hot water tank. Will have another go at it tomorrow. I did notice some epoxy like JB Weld on the back of one of the valves but no water leaking from it.

Epoxy on the plumbing would never be an original install. I agree with all the above posts that there was a problem, and the PO got things crossed up. Good luck on getting it back to normal and let us know what you've found out.

Plumbing issues FIXED!!!!!!
Well after losing more sleep and trying to call the plumbing line routing, i charged right into it after much studying of the lines i see what the previous owner did, he routed the tank flush line to the hot water valve and the hot water line to the tank flush and the elbow at the top of the hot water selector valve was covered in JB weld or similar, after rerouting the lines properly i had a good streaming leak from the epoxy fix on the elbow, replaced the elbow turned on city water and all is good. switched to dry camping and all is good there too.Cant figure out for the life of me what the heck he did but all i care about is its FIXED

I sure hope you got a good deal on it! That may be the reason it was sold!
