Power Converter Fan Dying?

On the road and the cooling fan on the power convertor, that usually cycles off and on every few minutes is now cycling off and on about every 5 seconds but not at full speed. Just starts and then stops. Fan dying a slow death or maybe it's thermostat?

Upon further review, it appears the fan us working correctly.
