I hope anyone thinking of refilling those small bottles will rethink it--and holding a lighter to it to see if it's leaking? You've got to be kidding!!!! There are safety reasons for not refilling them. An exploding can would not be something I'd ever want to see happen to anyone!

I am sure they are kept segregated from the general population right next to death row. I note that there is no mention of an increased penalty for a second offence, I have not heard of any chronic repeat offenders, so the law must be working.

Right next to the guys rip the labels off mattress's "don't remove under penalty of law" Scofflaws all.
