Question Water lines going to water heater... What's the ?

I repaired my water line connector leak at my water heater. Done.

Question.... I opened the shut off valves for the "cold water in" and the "hot water out".... But what is the short line ( looks like a ladder rung ) that runs between the two lines? Should it be opened or closed? When open I get hot water mixed with my cold water... Afraid to close it for fear water won't get into the heater properly and I might damage the heater. Thanks for your input. zerna.

That is the bypass. Closed when using water heater. Open when winterizing with the other two valves closed.

There is a water heater bypass for winterizing. Consult your manual.
