Does anyone know where the Charge Line voltage for the tow connector comes from. House battery or Main battery?

Since all vehicle light function for the Toad come from the vehicle battery I can only assume that the charge line does too. Disconnect the house battery and see if you still have power to the tow hookup.

Yep in the engine fuse block, just like a standard truck or van.
