7-Pin Tester doesn't work Correctly with Touareg

Just picked up a "new to me" 2016 Touareg V6. I checked the 7-pin connector on the vehicle with my tester and all it does is flash the top three lights.

When using this tester on our previous 2013 Tiguan each light would properly correspond with the vehicle function (eg, left signal would flash the correct light on the tester). Not so with the Touareg. Is it because the tester is LED lights?

I may try using a non LED tester tomorrow to see what happens.
Any suggestions?

I'm hoping to hook up our travel trailer Friday and head up north. Tester with 6 LED lights with 3 flashing and signals/brakes not indicating:

My 2013 Touareg TDI ( factory tow pkg.) has worked 100% from day 1.

I'll throw out a few thoughts. First, fuses related to the tow circuits in the fuse block? You've probably already checked there. Next, does the trailer need to be plugged in to place a load, for the circuits to function? Is there a separate "trailer module" needed in that wiring harness for the 7pin to work, if so, is it bad? Lastly, does the computer need to be "flashed" at the dealer, to reset it? Now I'm out of ideas.
