Cargo Van TV - Ford350 / Checy3500

I'm looking at getting a used 1 ton cargo van (Chevy or Ford)
Still trying to decide on gas or diesel.
I have a question on Tow Capacity; I got the image below from VIN decode.
Is it telling me that the max trailer weight with a WDH is 10,000lbs? I don't know what all those numbers mean.
Anything else in all those other numbers I should be aware of?

If you are buying new and plan on towing heavy, I recommend the GM products. They are still on a full frame and have much greater listed towing capacities than the Ford Transit, which is now a unibody, euro style van. If you are considering a used Ford, E350, their capability is much greater than the current Transit.

I personally have a Mercedes-Benz Sprinter. Like the Transit, it has a relatively low listed towing capacity and the unibody construction like the Transit.
